Nothing is wrong with this, this is the so-called healthy exhibitionism, where no excesses take place. The problem occurs when such display crosses the boundaries of good taste. This often happens to men, who begin to show off their penis to small girls and even boys and masturbate. Such men present no threat, since they are not dangerous or violent, they are weaklings, but such an encounter is definitely not pleasant and is even less interesting.

Such a man enjoys the fact that the viewer is shocked and scared. He pulls out his penis, starts masturbating and waits to see what will happen. The more the coincidental viewer is confused and shocked, the bigger the exhibitionist’s thrill.
